The DA of that jurisdiction declined to prosecute him for the old drug crime.

He is. He was arrested and charged with murder, after San Fran released him, rather than turning him over to ICE. You're both missing the point. He was deported like 4-5 times before that and how well did it go? I mean there are stories about how deported illegals just come right back in. Deporting the guy wasn't the answer to stopping the murder, Okee, it was locking him up to prevent him from murdering the woman.
