That's exactly what accounts for the difference. Urban populations have many more people, who collectively pay more taxes than rural populations which have far fewer people. States without very large metropolitan areas don't pay as much federal taxes collectively as states who do possess such metropolitan areas.
You are essentially just saying, wah, my state has more people. Not fair!

It's meaningless to look at just one piece of the equation. If you lower my bracket slightly but take my deductions away, I will lose money. It was the same as Obama telling everyone they would be covered without price constraints: many people will lose coverage because they can't afford the deductible and/or the premiums. The fact that you can dig up more talking points to muddy the waters is meaningless. That is simply not true. State income taxes are far from vague, unusual, or minor. Property taxes as well.
