So it comes down to "is it a waste of time". Would any of us agree it's not correct to indict a Bankster white collar criminal because they can hire troops of lawyers and make it very hard to get a conviction that will stick through appeals? Not indicting ends up condoning the criminal action, normalizing it, saying they're 'too big to jail', winking and walking away. That is how the reluctant Democrats feel.
David Brooks had an interesting comment last week, that basically EVERY president has committed plausibly impeachable acts, but what tripped up Nixon and Trump is that they did it not for policy reasons but for their own electoral benefit.

Where were the Republicans that filed for impeachment after Benghazi, Fast and Furious, or the 20+ times he wrote Executive orders instead of going through Congress to get things done?
