And that was the thing with Flynn, he wanted to push the envelope, he wanted to break the stovepipes, he wasn't satisfied to just sit around and do nothing with the intel like the rest of them, he wanted to action that intel fast enough and wide enough that it could get warheads on foreheads of terrorists before they could escape, the bureaucratic rules were hamstringing the military, JSOC needed to move faster, but when he did push the envelope, he was hammered down for it, then he'd get mad and tell people to go fuck themselves, which didn't help his career, but still; feature not a bug.
Now that he's National Security Adviser, it's payback time, and that's why they are scared of him. He has the President's ear and he outranks all the Generals now, except Mattis and Kelly.

Failure of the casing to eject from the port thus leading to a stoppage. Quite common, oddly enough, on my old spring field 1911 that I got rid of.
The slide actually smacks back on the casing being ejected and jamming it in place. This is usually due to poor loads, an overly tight spring or limp wristing the fire arm.

In intelligence terms, stovepipes are information that isn't being shared laterally across your network, various agencies and departments hording information so they can be the ones in the know, to the detriment of the overall mission and objectives therein.
Information is power, so these bureaucracies tend to horde it just for hording's sake, but only to their own narrow interest, not in the interests of the country.
There is rampant over classification and secrecy, but the vast majority is not about security, it's about stovepiping, protecting bureaucratic fiefdoms and empire building within the context of interagency/interservice rivalry.
