You posted the WaPo article that states clearly, as of 1/23/17:
The FBI in late December reviewed intercepts of communications between the Russian ambassador to the United States and retired Lt. Gen. Michael T. Flynn — national security adviser to then-President-elect Trump — but has not found any evidence of wrongdoing or illicit ties to the Russian government, U.S. officials said
The "U.S. Official" in this Washington Post article is discussing the "review of intercepts". Not the investigation into Russian interference in the 2016 election, which Comey first acknowledged on March 20th:
Mr. Comey said the F.B.I. was "investigating the nature of any links between individuals associated with the Trump campaign and the Russian government, and whether there was any coordination between the campaign and Russia’s efforts."
While there have not been many leaks as to the progress or timeline of that investigation, it was reported on May 10th that:
Federal prosecutors have issued grand jury subpoenas to associates of former National Security Advisor Michael Flynn seeking business records, as part of the ongoing probe of Russian meddling in last year's election...

The subpoenas issued in recent weeks by the US Attorney's Office in Alexandria, Virginia, were received by associates who worked with Flynn on contracts after he was forced out as director of the Defense Intelligence Agency in 2014...

I will say, trying to keep track of all the hearings, investigations, and probes is not an easy task.

Many people are getting the current news about Flynn refusing to respond to Senate Intel Committee subpoenas confused with the completely separate, and much more serious grand jury subpoenas.

There are many different concurrent issues being investigated, and much of it is being kept classified. I have no doubt that Flynn was, or is being investigated for his dealings with Turkey, but to say that is the only thing he's being investigated for is clearly incorrect.

That law is almost certainly unconstitutional.

They do have a lot of power over you if you have held an SCI-level security clearance, but that's because of national security. They have the power to limit employment of active and reserve troops. But retired? I don't think they could win that case when it reached the very first appeal.

Lots of retirees move to places like Germany because they were stationed there for so long. I wouldn't be surprised if they get part-time jobs working for the government in some capacity. It's silly to require some retired NCO to get Congressional approval to work for a German post office.

Yes, as Flynn's lawyers hinted, he has a story to tell (if he gets immunity)
Jared Kushner, President Trump’s son-in-law and senior adviser, spoke in December with Russia’s ambassador to the United States about establishing a secret communications channel between the Trump transition team and Moscow to discuss strategy in Syria and other policy issues, according to three people with knowledge of the discussion.

The conversation between Mr. Kushner and the ambassador, Sergey I. Kislyak, took place during a meeting at Trump Tower that Mr. Trump’s presidential transition team did not acknowledge at the time. Also present at the meeting was Michael T. Flynn, the retired general who would become Mr. Trump’s short-lived national security adviser, the three people said.

It is unclear who first proposed the communications channel, but the people familiar with the meeting said the idea was to have Mr. Flynn speak directly with a senior military official in Moscow to discuss Syria and other security issues. The communications channel was never set up, the people said.
