There's two things here, what you simply refuse to get. There are wrong doings, which you can decide how bad they are, and then there is the political use of those misdoings.

Perfect example is Hillary e-mail thing, which came out of Benghazi incident. Was Hillary reckless? Hell yeah. Was is something to get him into prison. Seems that not. And the simple fact is that the FBI has as it's mission to prevent Russian intelligence service operations in the US. So... if somebody uses Russian intelligence services (for things that what basically a political campaign can secretly do), that's a reason for the FBI to investigate it.
