The Russians are too drunk to make any serious popular effort to do anything significant. They have nukes but otherwise their state-wide efficacy is just shit. Kind of like the USA, 'rade.

It's probably in reference to the natives that have an extremely terrible time with alcohol. It's exemplified in the northern Canadian territories where alcohol is prohibited and suicide rates are phenomenal.
