It might not be worth fishing after a hurricane. But you certainly can go to the beach now. This is when Floridians hit the beach to look for gold. Though in Texas you are likely only to find garbage washing ashore.

I had soft shell lobster along the coast of NH once. Pretty rare, as they harden within a few days.

Two 1.5 lbs beasts. Didn't need crackers or scissors, just used my hands.

Big mistake.

It was the best lobster I've ever had in my life. No reason to eat lobster in my city anymore. Twice as expensive, half as good.
