Not really the issue. The issue is that it's a lot easier to find funds to create big new structures, and rarely enough to maintain them. Building big new infrastructure is sexy, maintaining them is not.

I knew this shit was going to come out. This is a nation wide problem for us. What happens is the repairs are identified, but then usually put on a deferred maintenance list. Which is a way for an organization to say, we recognize we have work that needs to be done, but we can't do it because of funding.

Finding funding for a spillway that has never been used in 50 years is not easy to do. Easier to say, Hey we need High Speed Rail, or we need a new sports stadium. Whatever.
We need to change our model. It's not working as good as it could.

The article says your state regulators dismissed the challenge when it was determined California would have to pay for the improvements, and the fedeal agency simply backed them up.

We could basically drain the social swamp by encouraging all the degenerates to emigrate to California before it's official. Then close the borders.
