It's just a rational decision based on risk/reward ratio.

Has nothing to do with fear, emotion, or being a "second string".

Reward: kid is a little happier that you threw him about ten feet into the air instead of just beyond your reach.

Risk: kid falls and gets badly injured.

Kid will be a little bit happier that you let him play on the playground, but he might fall off the monkey bars and get badly hurt. Guess he doesn't get to play.
