By that rationale, you’ve given them carte Blanche murder authority at all times. There could be a “terrorist” anywhere at any time, even off-duty.
Sadly, these events have been happening for a while. Cops would come and usually take out the wrong place and a civilian is killed and/or cop is shot because the person who lives there was actually the one in fear/terror for their lives and the lives of their loves one. The usual ending is this:

No, they are going to blame the person who made the prank call for the murder in order to escape accountability for committing murder. You can take that to the bank.
The prank caller is guilty of making a false police report. It's the cop who is guilty of murder.

I don’t think he’s saying it’s a positive outcome. He’s saying that this is how these things work themselves out. Newsflash, Grump. The police do have the authority to murder. The systems in place protect them from prosecution. If I reached into my glove box too aggressively when they asked for my registration, and got capped, in the eyes of the police, the shooting is justified. Whether or not a jury convicts is a different story, but most of these stories end in acquittal.

I’m well aware that they’re “legally justified” in shooting civilians at will.
What boggles me is that the blacks have managed to derail any opposition to this by making it a racial issue. This has effectively given them free rein to kill at will.

I think there’s more culpability than a simple false report when you intentionally deceive people to put lives in peril.
