Grassley's tactics may be the wisest way to go about this.
Grassley is seeking an indictment of Christopher Steele for lying to the FBI. By charging Steele, information and evidence is presented in court, and you really get a chance to apply pressure to Steele to come clean. Steele is a British Subject, so Steele could say to hell with it for quite a while, but if the US presses, the Brits would likely turn him over.

Smitty stated early on in this affair that there is no such think as a 'retired' MI-6 Agent. I wouldn't doubt that. The Brits very well may not let their boy get extradited.

My guess is that Steele being extradited is not key to what Grassley is doing. I think he wants to force evidence out of the dark and into Court.

Seems extremely unlikely that they would refuse to give up a kid who hacked the IC but would extradite one of their own for some shoddy investigative work.
