The Prussians were concluded they lost because of the discipline of their troops, that Prussian people were too independent and free thinking to form good troops for the new way war was being waged. So they reshaped their society, started compulsory schooling and a system to create people better suited to being troops. They understood that if they could get the kids programmed, getting them into uniform and holding the line was a lot easier. When Germany unified they ran with it.

It doesn't start in 1932, the start is closer to 1832. Post Great Germany was already conditioned to Socialism and had been living in a proto Socialist state.
