Being born black in America is way better than being born black in Africa, and it's not even close. The only exceptions are some Black Africans who immigrate to America, but if they stay in Africa they are much worse off.

Indeed, giving them more welfare will just hold them back and playing victim to get more gibs, due to the bigotry of low expectations. Reparations for the fail, the black community was improving their station far quicker before "reparations" and after "reparations" they have been set back decades. The road to hell is paved with good intentions, reparations damage the black community, despite it's purpose being to help them instead.

For his study, Prof. Ganzach analyzed data from the National Longitudinal Survey of Youth, a survey of 12,868 Americans from 1979 through 2004. Participants underwent annual or bi-annual interviews in relation to promotions and earnings. From this group, he eliminated all participants who participated in any post-secondary education, ensuring that intelligence and SEB were the sole factors in the comparison.

Intelligence was calculated using the results of each participant's Armed Forces Qualifying Test, and SEB was calculated based upon parental education, family income, and the occupational status of the parents. By tracking the participants over 25 years, from the beginning to the middle stages of their careers, it was possible to obtain an accurate picture of the influence of each factor on their economic success, says Prof. Ganzach.

Taking into account each participant's rate of advancement throughout the career arc, the data confirmed that while both intelligence and SEB impacted entry-level wages, only intelligence had an influence on the pace of pay increases throughout the years. When looking at rates of advancement, intelligence won out over SEB in terms of career advancement.

There exists no government solution to racial IQ disparities, and every attempt creates more problems.

My only qualification being that government policies do affect the very long-term prognosis of IQ distributions. The more welfare we dump into the hands of single mothers, for instance, the worse the IQ distribution for any race will become. Reproductive success follows rewards, and we reward the most stupid women to breed wantonly often with the most stupid men. The IQ distribution of European peoples rose in the medieval period because higher IQ tended to result in better economic security and success, which afforded more children and kept existing children alive in difficult times more often than not. The rewards up until the 1960s were assigned according to IQ. Now they are not. So, long-term, even whites are going to lose IQ for as long as neoliberalism remains in force. But that stuff is generational. Government policy cannot ever increase one's individual IQ. Nothing can. You are born with it.

Your claim that genetics are only factor in IQ is not backed up by the facts. IQ is only part of the reason their wages are lower, it isn't the whole answer the way you try to portray it. There is a reason that African Americans have a higher average IQ than Africans from Africa, and isn't mostly genetics. Growing up in America and living in America over the generations has had an upward trajectory on their IQ relative to members of the same race in other nations. How is that possible if genetics explains everything?

23&ME, Ancestry and a other genome warehouses have been doing research into the role of genes in IQ - 23&ME openly said they do not intend to make the results public because it will piss people off. A few sites will allow you to run your genes against their data and get a percentage of where you fall in the sample IQ distribution. Of note - people who are curious about their IQ tend to have higher IQs on average - so the sample population is pretty competitive - I would expect the average population to spread the curve way out.
