No, not officially. His parents did nickname him Barry, that is true, but he didn't like it. His step-father's last name was Soetoro, also true, but his step father was never allowed to give Barack his last name due to the laws in Indonesia. His step-father's last name did appear once in a school record, probably out of convenience of having the entire family go by the same name.
