All this natural disaster panic and mandatory Federal Response started with the 1927 Mississippi Flood. Prior to that locals took care of themselves and fewer people lived in high risk areas. Ya know that Liberty thing because there wasn't a giant Federal Safety net. We've subsidized harsh weather and storms. What do we get, more and more people living in areas prone to destruction.
