I guess it's a language/semantics difference. I've never considered "voluntary" to be an integral part of the word "immigrant".

There have been various "forced migrations" and I would consider the peoples that were moved to be immigrants in whatever became their new land.

I can agree it was a strange choice of words though and he could have been more clear.
