Does the time on the MHF allow for leap seconds?

No the server time is UTC-5 but that's only because of daylight savings. If you don't count that than Florida would have been UTC-6 clearly putting her registration on the 29th and not the 30th. That's not accounting for the leap year which added a day but is divisible by nearly a quarter of a day every four years which when added to each day would give us at least an extra half minute which would more than likely have been enough to keep her registration date on the 29th at 4:59 GMT which is 11:59 pm in Florida, where the server is located.

Well I reject your Gregorian calendar any way, For us neo pagans it is a debate as to whether it is the day of the 12th new Moon or 12th new Moon plus one.
