They're putting in street cars in El Paso. Traffic downtown is a mess. I checked out some of the history of it in the library last year. This is at least the second, maybe the third time that the city has put in street cars. For one reason or another, the ones that ran in the past were scrapped. I don't know what they're doing different this time to keep the past from repeating again.
