It has an ambiguous grammar issue for sure.
The lady never saw dogs.
And she didn’t smile.

It uses correct grammar.

Put a comma after the word dog and you change the semantics..

It's a sentence fragment, dude. As in, not an English sentence. Comma or no comma, that sign sucks. Either way we're being tolt about a woman who (a.) never saw a dog, and (b.) didn't smile.
