That's fine, I wasn't actually saying it was either-or, you could build the wall and build the submarines, I was just getting a sense of "what does $40 billion buy", although, detering the Russians and Chinese at sea is not so much a tech issue as it is a numbers issue, the CONUS is effectively invulnerable to nuclear attack, so long as you have an SSN following the Russian and Chinese SSBN's around at all times.
