I don't have a good read on it right now. The only thing I saw from the pics is a lot of the rebar appears to be exactly the same length. Like perhaps it wasn't properly tied together or lapped properly. The other thing is, it could be just bad concrete. There is no concrete stuck to a lot of that rebar.
Sinkhole or weak soil - article on Zerohedge has quote by a guy who inspected the building in the 90's and found it was sinking - looks like the sink rank accelerated - you can bet your ass Condo prices will drop - no one trusts building inspectors now.
This is the case with all these infrastructure failures.
