He can't. They are ostensibly handing the food over to Guaido who then sends it into the country as the interim president. It's devastating to Maduro, forcing Maduro to block it. But by blocking it he is forcing his troops to choose between Maduro and burning food while their countrymen starve.
I think it accelerates the civil war, honestly, and there is a good chance Maduro is going to get killed in a similar fashion to Mussolini.
