Instead, the first time you don't get a whole pint you bitch right to the bartender and have them fill you up all the way. If they can't figure out how to fill it up, or if you're really pissed off, you don't go back to the bar. If they screw enough people over like you customers stop showing up, and the bar goes out of business at no cost to the taxpayers

Really don't understand your point on this. Why would you call a cop in this case instead of saying, "hey, bartender, fill 'er up; I paid for a full pint."

If I buy something at the store and it's broken when I take it from the box, I don't call the police.

That's not how it works. Her Majesty's inspectors from weights and measures random test pubs to ensure fair play. If the pub fails it will be issued a warning, if it repeat offends only then will it be fined. Why are you defending a pub's right to rip me off?
Sure if I order a pint and it falls short I will ask the bartender if it's possible to squeeze a shot of vodka into it. If he answers yes I will respond ''fill it up with fucking beer then''.

It likely happens to you all the time because we don't have very good enforcement like this. You just don't know any better, even though you are getting defrauded when it happens.
