I think it is somewhere in between not a vast majority, certainly not a small cabal. Many maybe neocon but they are and were not PNAC Neocon.

To be quite honest, President Trump could get me to jump on the neocon bandwagon.

Imagine an Iraq War, but instead of leaving afterward, we give all the oilfields to Exxon-Mobil in exchange for a grant of XOM stock to every American.

I don't necessarily want wars, but since it seems like we're going to have them regardless, that's how I want them run.

Socialize the profiteering, and war will be popular again.

Whoever said Neoconservatives were monolithic? Empire of Liberty National Security Hawk Reagan Democrats covers a very wide spectrum of the polity, but none the less, all sharing the same fundamentally Neoconservative ideology at its core.

George W. Bush is a Neocon and so is Ronald W. Reagan, even though they had very different Presidencies, to wit, George W. Bush invaded the world, while Ronald W. Reagan only invaded Grenada.

Hmmmmm... socializing the spoils gathered by your war machine for the benefit of the nation... I feel like I've seen that movie, and it was kind of grim.

I don't think we have the stomach to exterminate entire populations of people yet.

The Romans did not exterminate entire peoples, what the Romans did, was absorb entire peoples into their empire, the essence of the Roman Empire, is not extermination, but rather integration, the Romans didn't say "kill everybody", what the Romans said was "make everybody Roman"

The Romans went to North Africa, they made everybody there a Roman, the Romans went to Iberia, they made everybody there a Roman, the Romans went to Britain, made it Romans, the Romans went the Middle East, same same, more Romans, everywhere the Romans conquered, they turned it into Rome and made almost everyone therein into Roman citizens.

Roman Empire; a franchise, anybody could be a Roman, and at the peak, almost everybody was.

They most certainly did exterminate entire populations.

Julius Caesar alone exterminated at least two entire groups of people that I know of: Tencteri and Usipetes.

They exterminated the last of the Phoenicians at Carthage. They literally murdered every last man, woman, and child. Then they disassembled the city brick-by-brick, and salted the fields.

edit:

And that photo of Bibi above reminds me that they murdered almost as many Jews (in real numbers) as the Germans did, in the Roman-Jewish wars. Eventually they killed off as many of the Jews as they could, completely removed the Temple from the face of the Earth, and scattered the survivors to the wind.

They exterminated the city-state of Corinth from the face of the Earth as well.
