You're proposing essentially a religious vs Communist paradigm. There's a hell of a lot of gray area between those two - even if you assume that they're directly opposed. The divine mandate from God was not so much religious, as it was procedural to the Treaty of Westphalia, because in order to rule Virginia in 1776, and certainly to invoke a mandate to make war, and to make George Washington a Commander-in-Chief therein, Westphalian sovereingty mandated the the divine right of a King, but what the Founders did, was democratize that mandate, initially to the White Male Landed Gentry only of course, but then there was a second revolution to further democratize that mandate to legal citizenship.
