Meh, the ICBM is just for show, if the Wolf really wanted to get you, he would bypass the GMD altogether and just put a nuke on an unmarked merchant freighter and then sail it into one of your ports, if the Wolf is actually going to take a shot at you, he can't leave a calling card with a return address, ICBM is suicidal, covert delivery is the only way to go, but, the Piggies are easily scammed by the MIC, which, LockMart shareholders approve, but the Piggies are rubes none the less.

Canadians just want their social programs and government dope, we cant sucker them into corporate welfare for the MIC no matter how much we hype the threat, they just ain't taking the bait, and the Piggies will pay for it either way, so there's no need to, when rubes is gonna rube, you just let them.

Red Scare Hysteria corporate welfare, that's an American thing, it doesn't translate north of the border, if Canadians are handing out corporate welfare, it will be for healthcare, education, or even hockey, something they actually care about, but if you come at them with "ZOMG North Korea!" they will just roll their eyes.

In terms of a first strike, the only reason to use ballistic missiles against the CONUS; would be for counterforce, time sensitive targeting window, which would require hundreds of missiles and thousands of warheads, if all you want to do is hit one US city with one nuclear bomb, ballistic missile is not the way to go, for a one off nuclear attack, nuclear torpedo or some equivalent sea based weapon, just snuck to within the kill radius of an American coastal city, that would be the way to do it.

I wouldn't even bother to use a submarine, just launch it from a commercial vessel, just use the commercial vessel itself as the delivery platform, no need for it to be a North Korean vessel, you just use any old Panamanian flagged commercial ship, with a lead lined container in the hold, nuclear bomb within.

It's the same thing if you want to hit the Carrier Strike Group, don't bother shooting a missile at them, what you do is hang a nuclear mine underneath a commercial fishing vessel and set the autopilot to sail right into their path, the Pacific is crowded with commercial fishing vessels, it's not like they can dodge every fisherman that sails close to them, and underwater detonation is more effective against ships than above water anyways, see; Baker Shot, Operation Crossroads.

Indeed, the ol' "nuclear mine" under the fishing vessel gambit.

Because fishing vessels are constantly bumping up against Carrier Strike groups. Every time they return to port it's like a three month job, buffing the paint out of warships where the fishing vessels rubbed up against them. Because Naval Officers are never looking out for other watercraft heading directly for them. Nope. Captaining a destroyer is like getting on a Tokyo subway, you just pack on in with all those fishing vessels and nuclear mines, elbow to elbow, out there in the Pacific . . .
