Seems exactly like the thinking that David Cameron had of the first Brexit vote (as he was thinking that the "stay" side would win).

Could again go the other way as intended.

Actually what persuaded him to promise a referendum in the first place was his belief that the 2015 general election was going to be a hung parliament again. It wasn't that he didn't think ''Leave'' would win, it was that he didn't think he was going to win with a clear majority so he wouldn't be able to keep his promise anyway.
Took a gamble on losing and then lost when he won.
He didn't have a choice though. If he hadn't promised a vote UKIP could have split the vote enough to give the general election win to Labour.
