I like what you are going for with the last sentence, but am uncertain about "this congressional district"

Any way you can say "this congressional district" without saying it like that?

For example, were I to say that idea, I would use a phrase more like "live, work, blah, blah in the Columbia Basin"

Congressional District just sounds a little too Hilary Clinton carpet bag form letter.

Is there a better colloquial/geographic term for your area that more local people use?
"Columbia Basin" it is.
Do people in southwest washington call it the Columbia Basin too?

I kindof thought that was more an eastern washington thing?

Your district has more watersheds than mine. I doubt folks from Long Beach would identify with the term. But I assume most of the population lives down by the river so, that might be the best. I don't know. Your area of Washington is one I've spent the least time in, so don't really know what that whole district associates themselves as.

After thinking about it, the person who this is against doesn’t live in CD3 but she does live in the area (Portland carpetbagger).

Yes; if you are fighting a foreigner, keep the "I FUCKING LIVE HERE" theme intact. Use the regional identifying lingo in there somewhere to make it very local, but hammer the point that some opponent is a carpetbagging roach. This is Maxine Waters stuff.

I live right here in our Congressional district. I've lived here and raised my family and run a bunch of businesses and paid a mountain of taxes right here in [colloquial name]. There is no question about where my loyalty rests when it comes to looking out for CD3.

Also, Washingtonians think they are better than Oregonians.
I assume that's still true on the Washington side of Portland?
And I believe you are running as a D?
If this person truly is an oregonian.

A) Do what you can to make sure she is valid to run.

B) Hammer home the washington is the good techie progressive better world liberals. While Oregon is simply the wierd, incompetent liberals. The stupid can't pump your own gas stuff in oregon. Bring up the liberal oregon stuff that even liberal washingtonians think is silly progressive versus washington's more enlightened version of progressive.

Yes.
But doesn’t have to be true to be effective.
There are all sorts of people who feel superior but are not.

Kind of depends on what sort of campaign it is.

What would you say was the order of importance?
You probably know best what your strongest arguments are. The convention is to put a strong argument first but the strongest last. The first argument is to draw the reader in. Then followed by other arguments that might not be as strong but still compelling. The strongest one comes last to end on the highest note possible. That's what is taught in classical rhetoric and it's supported by the theory of the Serial-position effect.

I approve of the message, you just need a better catch phrase. At the end of the pamphlet:

Martin Hash: Stuff that in your pipe and smoke it.
