Well here in Ontario we have "no fault" insurance, which means, even if you are at fault, your insurance company pays for it, still could face criminal charges for any violations of the highway traffic act and/or criminal code, but in terms of civil liability, insurance company pays.

Wouldn't that just increase premiums of good drivers?

Indeed it does, the insurance companies of course have to jack up their rates to cover the liabilities. Although you still get a better rate if you don't have any incidents on your record. But best to avoid any incidents if you can, cause only takes one for them to ding the daiseys out of you.

Me, I'm used to it, because it's basically the same rule I was raised under in the military; don't screw the pooch, cause you're gonna swing for it, one way or the other.

When it comes to life and death situations, everything becomes a no fail mission.

Imagine living in El Paso where at least half the plates on the road say Mexico, and none of them are insured. It was like I was piloting a destroyer the size of a cruiser in the China Sea, just waiting for my number to come up.

Little ol' grey haired Canadian lady may not be why Mr. Brembo invented those big ol' brakes, but they do come in handy.

The Guys I work with up there told me it's far less of an issue than it used to be.

Speaking of Montreal, when I lost my passport there last month I saw some actual competence from my government for once when it came to helping me.

Well Montreal thankfully has a consulate there. When I emailed them I got a response and a phone call in 10 and 20 mins respectively.
