It wasn't the rate which was unfair so much as the fact it was a flat rate paid equally per capita no matter the value of your house or your income. The rates only went up for the poor while it dropped considerably for the well off. That is what caused the protests not council greed. The councils had to rob the poor to save money for the rich.

No one liked the old rates either but a tax on every person in the land has to reflect your ability to pay. There was plenty of opposition to the tax from all sides during the parliamentary stage including many rebels from her own party. It was Thatchers stubbornness and refusal to compromise which led to the protests not some radical plot to bring down the government instigated by communists. 78% of the population opposed the poll tax and ultimately it led to her unpopularity and her downfall which is right and proper in a democracy. He won the most votes in British election history in 1992 with 14 million, brought Britain out of a recession and halved the unemployment caused by Thatchers policies by the time he left power in '97.
John Major will be remembered by the Irish for the part he played in bringing about the Good Friday agreement. I will remember him for his support of British sport, in particular the money Olympic athletes receive from the national lottery he brought in.
No one will have street parties when he dies either.

The bizarre paradox, is that the American democracy is supposedly the raucous one, yet in the halls of Congress, it's so chummy chummy that it's literally sickening.
