3. He reported himself to the FBI because he was hearing voices. They took his gun, then gave it back. Then he used it to shoot people.

He visited an Alaska FBI office in November, saying his mind was being controlled by US intelligence. He left two things in the car: a gun and his newborn.
The Army veteran's rambling walk-in interview at the Anchorage office was concerning enough for authorities to take away his gun and order a mental health evaluation. But it wasn't enough to get him mentally adjudicated, which would have prohibited Santiago from owning a firearm.

Well you just can't go around taking away peoples fundamental rights, it's in the constitution after all. The worst thing about this mass shooter is the fact he didn't even have the decency to be a Muslim refugee working for IS. He was just a common or garden nut job. Nothing any one could have done without restricting the freedom to wander around with a firearm shooting people. What makes you think the FBI can effectively enforce even more gun control regulations when they just demonstrated their incompetence enforcing existing laws?

This shooter could have been given due process, and <gasp> been availed of proper medical treatment, but for the federales being asleep at the switch.
