As to the first statement - maybe gangster rap peaked in the 90s, bu country music didn't. The 90s is when country took on pop affectations and got worse, but fortunately millennials are working hard to undo that travesty.

The suits have always been in charge. Impressarios with deep pockets and expensive suits controlled what got produced in the 1790s. They preferred simple plots with a lot of room for flashy stage productions to quality music and interesting stories.

Over production started in the late 80s and 90s. Another gen-x failure. Fortunately, technology has allowed for independent artists to make great trad and country records. You just probably haven't listened to them.
