We don't have JROTC here, so I don't even know how that works, there's no such thing as cadet officers here, the cadets don't get commissioned, they're in the regiment, but they're not in the military, they honestly wouldn't get a military funeral here, they'd probably have their fellow cadets show up in uniform to pay respects, but formal military honours are reserved for formal military service, paramilitary is not the military, where I come from at least.

I don't think they are going all out like that. This could be a mission for the JROTC to learn about that particular part of drill and ceremony. Taps, flag, 21 gun salute, yeah, no problem. This was written by civilians they don't know what they are talking about give them a little of the D&C, it won't be no state function.
21 gun salute? Dial it back, son, he's not Audie frikkin' Murphy, a flag draped casket and the JROTC honor guard is fine, guy's killed in Iraqistan don't get 21 gun salutes.
We do seven rifles, three rounds; 21 shot salute. I never looked into it, but I figured it was 21 rounds for a reason.

The gun salute is a naval tradition dating to the 1600's, a Man o' War would discharge its guns before it entered a harbour to demonstrate that it was not a threat, as with breaches cleared it was at the mercy of the shore batteries, the British salute was 3 rounds fired per gun, and at the time a Man o' War mounted 7 guns per broadside, hence the 21 gun salute.

Wouldn't one volley clear the gun, or did they have a 3 round magazine?

Nah, the had no radios and they had very limited optics, so a Man o' War appears on the horizon, you probably don't know who that is nor what his intentions are, gun salute; not hostile, 21 gun salute; Royal Navy.

Royal Navy rules the waves, they can afford the ammo, it's big pimpin', gang sign.
