Colonel Kang was in North Korea’s State Security Department (SSD), Kang was in charge of North Korea’s counter-espionage operations in Russia and Southeast Asia, including China. He is also believed to have facilitated secret visits to Pyongyang by foreign nuclear scientists, who helped build North Korea’s nuclear weapons program. In recent years, Kang was reportedly based in Shenyang, the largest Chinese city near the North Korean border, which is home to a sizeable ethnic Korean population. According to reports, Kang led Unit 121, an elite North Korean hacker group based in Shenyang, with the aim of carrying out cyber-attacks without implicating North Korea.

Meh, was a silly idea to begin with. Making peace with North Korea would probably just have meant declines in possible long term arms sales in Japan and South Korea, anyway.President Trump has cancelled a scheduled nuclear summit with North Korean leader Kim Jong Un, citing the "tremendous anger and open hostility" displayed in Kim's recent statements.

The likelihood of a summit seemed to be crumbling for weeks, but the timing was still a surprise.
On Tuesday, Trump said there was a “very substantial chance” it wouldn’t work out, and suggested that the meeting could be delayed. On Wednesday, he said he would make the decision next week, and as late as Thursday morning appeared in a taped interview on Fox News Channel in which he said there was “a good chance” the summit with North Korea would take place.
But Trump moved up the timetable after North Korea reacted sharply to comments made by Vice President Pence that Kim would "end like the Libyan model" if he didn't give up his nuclear weapons. Libyan dictator Col. Moammar Gadhafi gave up his nuclear weapons in exchange for sanctions relief in 2003 — and was beaten and killed by rebels eight years later.
