I don't know what he could've done - usually the president is a lifelong politician with political and corporate cronies and connections.
Maybe Trump simply lacked the connections and relationships in the right places to get more done.
If so, I don't see how a second term will change that.
The steps that would need to be taken would cause a revolt amongst the beauacratic class. Then you would need to have a Congress that would support you in your decisions, which he did not have, and is nearly impossible to get. You'll always have McConnels and Grahams working against you.
One of the big systems that keep dealing us rotten apples at the head of every agency is the SES (Senior Executive Service). A giant pool of career DC functionarys that are used to fill all these posts. That's where we got Christopher Wray as an example. Look at Ryan Zinke, the outsider and Sec of the Interior who came up with the idea of moving agencies out of DC. Well, they ginned up a bunch of shit and got rid of him within a year.

I'm just saying that stating you have 15k people in a pool is great, but if you don't break that pool into statistics, we can't get a true feeling of what is going on.
