I'm not totally against a plan like this, but I don't like the idea of giving people even more reason to spend everything now because someone else will support them later. What if we bought up foreclosed single family homes and issued them to retirees and disabled for a modest reduction in their monthly awards. When they pass away, we just renovate and re-issue the home to somebody else.
Housing is likely the largest cost after health care that we need to cover in the elderly. Why not just lock in the costs now and reduce what we need to pay out each year? We'd still need contractors to come out and keep the place functioning, I guess. Maybe it's not as cheap as it seems. Not sure.
