First of all, it's true that a self-proclaimed no-fly-zone in the situation surely wouldn't have been the smartest thing to do, but it surely wouldn't have meant WW3. And it was also evident that the Syrians (Russians) WOULD as they DID look how much they can push it even without any no-fly-zone... and the Trump administration did respond.
