Your comparison is completely ridiculous. The fatalities in a CONUS-wide EMP attack would not happen directly from the bomb. Probably nobody would die from the bomb(s) themselves. The question is how long can most of us last without power and food..
The answer depends upon the extent of the attack and whether foreign nations will be able to send aid and troops.

Except the evidence, based on the only actual EMP event in the history of the USA, Operation Starfish Prime, was that the EMP effect was not comprehensive in terms of impacting the entire CONUS, the EMP effect from the ionosphere was intermittent, even though widespread, it was not felt everywhere, not even close, the entire CONUS is not proven to be lights out from an EMP, quite the opposite.
1.45 megaton bomb detonated in the ionosphere, specifically to cause an EMP effect, and the effect was actually "meh", even in the digital age, most of the digital network wouldn't even notice Starfish Prime, the effect would be here and there, not everywhere.

This guy has been on the AM radio pushing this stuff for years btw. Pretty sure he's the same guy that wrote the book OP mentioned, one second after or whatever. It's actually kind of been a long standing bogeyman in certain boomer right wing circuits. That said, I guess it is a genuine concern.

Please. MIC has nothing to do with it. The government has spent almost nothing on this other than two (that I know of) investigative committees. They haven't done anything towards hardening the electrical grid or really anything else. This was never about the money. There's not really that much money in it. Just hardening the electrical grid might throw about twenty billion at most into small contractors around the country, hardly anything MIC cares about. They want their techno wiz kid gadgets. They don't care about simple defensive measures for the American people.
Dealing with this shit would entail hardening the electrical grid and probably reinstating the civil defense program. It would take from the defense budget if anything. MIC would try to kill it.

It depends how long people go without food, electricity, communications, government, etc. It could easily reach 90% if no help is forthcoming. That's a big if, though. You'd also have to take out most of NATO, probably Russia and China too.
