They don't actually say who said it was the "most dangerous", they just air quote "military experts", but if it was really military experts, more likely they meant it is the most dangerous because it is the most accurate, a nuclear JDAM basically.

It's pretty accurate. They can drop that thing right on your head if they want to.

Tactical nukes were a big deal when the threat of a Soviet offensive was real. There really was no other way to counter it.

I'd say bigger deal now, since they've proliferated out of the bipolar Cold War confrontation into the multipolar, far less under control than they used to be, less likely that there will be massive countervalue exchange perhaps, but tactical yield counterforce strikes me as being more likely than ever before.

Oh, you die much faster than that, the neutron radiation is very intense, you are burned by it very badly, point blank right above you it would kill in a matter of seconds, your brain is just fried by neutrons, but even further away from ground zero, you're still going to die within a matter of hours at most, the radiation burns throughout your cells just cause your body to shut down long before any cancer cells could start to form.

The neutron flash is so intense that it's also effective against electronics, it fries circuitry too, so it's also an excellent counterforce weapon as well. It can disable other nuclear weapons witout having to blow them up directly.
