Nope, that is the point, they think that the only ones that can mill it are the ones who want to sell it. If it wanted to sell it I would have to register the lower receiver with the FFC, but I don't. There is nothing in the laws saying I can't do this either. I can buy every part of the AR-15 legally without an FFC license, and the same goes with a lower 80. Now if I wanted to sell the gun, I couldn't... unless I register the completed lower 80 and gave it a SN#...
Also, this theoretically can't be given to my son when I die, but there are ways around that too.
