The article you linked was using a source that 404'd though. It's possible a 20% increase in older people being arrested happened in 2015 but that probably means like a hundred geezers. Hardly the epidemic the article painted it as.

Nobody messes with old farts in jail and you get three meals and a cot. It's sad but it is what it is. Hardly means Japan is on the decline.
