1) There is some sort of underground resistance within D.C. fighting to restore the Republic.

2) He is persona non grata from his arrest and the surrounding media smear, so he's grifting Qoomers to make ends meet.
I'm cynical regarding the state of things, so I'm going with option 2. I can't imagine he has a lot of options in the private sector due to his public troubles.
