That's absurd on the face of it. 1) The government of the USSR was essentially dominated by Jews. If they wanted to convince the world the were more "socialist" because there were less Jews residing there they sure did a terrible job. Some people, including Hitler, have been convinced for a hundred years Bolshevism is a Jewish invention.
2) Communist Russia discouraged leaving immigration. Doesn't look good if people are leaving communist paradise does it? Though I know a lot of Jews did leave for Israel anyway and it's not unreasonable they weren't stopped by the Jewish Communist leaders.
