Haven't intelligence operative/executives been involved in the State Department before 2018? I know they don't get along like most agent rivalries but I think its not that uncommon to have top officials float across departments. Of course a Spook doesn't believe in privacy.

It went to shit about a year earlier.
It started with the "free trade" agreements that began to destroy the middle class almost immediately.
1998-1999 was the last period of real prosperity for the middle class. Everything else that happened, the state taking control like it has, the elimination of human rights, that was just later icing on the cake. It's only going to get worse since the millions of nonwesterners we imported couldn't care less about human rights, and they have a vote equal to your own.
