What you are in effect saying is that these entities within Russia are probably more likely to go to war with one another than launch on the outside world.

Truth be told, that's not unlike what happens in the American federal government, only we don't get lethal about it. It's more about career killing and posturing for power and influence. Similar, indeed, but Russia is truly wide open, the Wild East, there's no real restrictions over there, none the less, they're not going to shoot it out on the streets of Moscow, they do have some sense of loyalty to the Rodina, there's just nobody actually running it, so they don't have anybody to try to take down as the CIA tries to take a Trump down, there's no threat in Russia to the impunity of the security services.

So long as Putin is happy to enjoy being a playboy Potemkin village with all the trappings and perks of the "Presidency", he has no real interest in trying to run their shit and they have no real interest in trying to run his shit, it's a symbiotic relationship, he doesn't bother them, they don't bother him.

Putin's principle adversaries is other Oligarchs vying for the throne, but as the throne is merely a facade, it's of no particular concern to the Soviet war machine, the ultimate vengeance weapon stays on mission, regardless of who occupies the Kremlin.
