Justin Trudeau does his little town hall tours here, and at every one, there's one sort of stereotypical foil who stands up and blabs off with a very scripted sounding rant, and then Trudeau gets to play to the crowd, I'm pretty sure these people are just plants who are hired by the Liberal party.
Same thing with the NDP, they had a really phony sounding ranter show up at one of their big rallies too, so the candidate got to play to his base.
Stephen Harper did it as well, they all seem to have prop foils show up from central casting, like they're on call and standing by.
Trumpism is everywhere these days, prop up a stereotypical bogey to get your base to rally around you, it's become s.o.p., as I say, CNN couldn't be more so, if they were on the payroll.

And really, the are on the payroll for all intents and purposes, Trump is their meal ticket, and Trump needs them to show up to be the foil, so even if not contractual, it's a mutually assured clickbait pact, by default.
In Canada, they probably have to hire people to show up, but in America, you get your foils for free.

No TC this is actually coming out of Florida and since he is the owner it will be reflected back on him. After all, he is the owner and is technically (supposedly) be running the place and is held responsible for any failures.

Never mind that it costs $200,000 in initiation fees to join the exclusive club, which has two restaurants and a bed-and-breakfast.
Fresh state records show the B&B needed emergency repairs in order to pass the latest inspection in November.
Trump’s club, located on a beachfront property where the historic main house was built in the 1920s for cereals heiress Marjorie Merriweather Post, was cited Nov. 8 for two violations deemed high priority: the lack of smoke detectors capable of alerting the hearing impaired through flashing bright lights; and slabs of concrete missing from a staircase, exposing steel rebar that could cause someone to fall.

Owners are responsible for their businesses. Simple as that. If Trump has hired an ineffective manager it would still be reflected on back onto him.
