It's supposed to come with the added benefit of having voting rights while non property owners don't. The people who make decisions about their communities are the ones who pay for it.

Then we let everyone vote, but kept only the property owners on the hook for the bill.

Well for $1,800 a year they can suck my balls. I would much rather have a little higher sales tax vs property tax. Raise the sales tax, in my area, from 7% to 9%. I would be perfectly fine with that. Put non property owners on the hook for the bill along with property owners. To me it's all about true ownership of land and property.
