That's not how Noblesse Oblige works, with great status comes great responsibility, that's the whole point, you don't just get to be an asshole that is out to gain at everyone's expense and get pat on the back, if you're higher status, you are suppose to act like it, or you get looked down upon. That is Noblesse Oblige.

Stop punishing wealth accumulation at the top of society, and start promoting it at the bottom and middle of society. That is far more effective than Robin Hood Economics.
