There's no reason to think it's connected to the solar observatory mission itself.

If they are in teams with antennas, then they are looking for a transmitter. Could be counter-espionage, honestly.

Shutting down the observatory is a wierd thing, it's just fun to watch folks go immediately to aliens. Probably some sort of security issue related people looking at military satellites or something.

They don't present enough details for me to know, but if I had more info, I might be able to tell if it were that. It kind of sounds like counter-espionage, though. There might be a transmitter there somewhere.

I am serious. From the brief description, it sounds like they are tracking down something like a numbers station or a transmission they suspect connected to espionage. The story doesn't describe enough details to know for sure, but it's clearly not connected to sun spots.
